I begin a review of a project proposal in advance of our meeting tomorrow. However, I find the budget spreadsheet (which also contains time estimates for completing the project) has been arbitrarily adjusted by Riddler with no idea as to what the categories mean.

Effectively, parts are chopped in half to make it look cheaper, without understanding what effect that will have on the project.
